CORE was formed after January 6, 1998 when the Board of Supervisors directed the Commission for Public Social Services to develop a committee mechanism to facilitate Board, Commission and public review and evaluation of the implementation of the County's CalWORKs Plan. Welfare Reform participant groups, advocacy groups, providers, employers, organized labor, faith-based organizations, education institutions, Workforce Investment Boards and others have experience to report that can be helpful to the Board, the Commission, the Department and the public in understanding how, and with what consequences, welfare reform is implemented in our County. CORE provides an opportunity for direct exchange and discussion of these experiences. CORE's major function is to encourage discussion of various research and other reports, to engage the Department, the Commission, the community and the Board in consideration of their implications, and to seek modifications which can increase program effectiveness in moving adults from welfare to work and in relieving child poverty. The Committee meets monthly (Core Meeting Schedule).
