CEP was established by resolution as a standby committee on January 8, 2004. The goal of the Committee is to assess the provision of social services by the County of Los Angeles to county residents affected by natural disasters or other emergencies. The determination of when circumstances are appropriate to activate CEP is made by the Commission for Public Social Services Chair, in consultation with CEP and Commission members. The Committee meets on an "as needed basis."
