YOUTH COMPONENT

 

DESCRIPTION

The Youth Component Program will provide services for participants between the ages of 18-21. The Youth Component will prepare young adults to successfully enter the working world by offering a variety of employment, educational and vocational training programs.

Youth Component services are provided by the specifically designated Workforce Investment Act (WIA) WorkSource centers throughout Los Angeles County. GROW participants will benefit from participating in the Youth Component, because job readiness preparation, employment opportunities, services and workshops are geared to their age group. The component length is up to four months.

The Youth Component is recommended for those participants who have completed REP, JSPC or Fastrak.

To be eligible, participants must be between the ages of 18-21. The new component will allow GROW Case Managers to refer and track GROW participants.

The Youth Component will have an open enrollment policy. Participants can be referred to the class as soon as a slot becomes available on the GROW system, which, for example, will occur when participants successfully complete their activity or enter employment.

CASE MANAGER DUTIES

  • Check with the Youth Component provider to determine the next available session. When a session is available, assign the participant to the Youth Component.
  • Explain and have participant sign the ABP 1463.
  • Review the basic component requirements, training objectives and expectations.
  • Since the provider will not have access to the GROW computer system, the Case Manager should contact the provider to verify enrollment and participation. Case Managers should advise the participant to return form ABP 1463 within 5 working days of their enrollment appointment date.
  • Closely monitor attendance; a Progress Report, ABP 1469, will be sent every 30 days.
  • Issue work-related expenses, including transportation.
  • Review the Employment Needs Evaluation screens for any potential barriers to employment and make appropriate supportive services referrals, as needed.
  • Update the Youth Component on the GROW system.

RESULTS

Upon assignment to Youth Component, the outcomes should be:

  • Check to ensure the participant's employment goals are consistent with the objectives of Youth Component.
  • Work-related expenses were authorized as appropriate, including transportation.
  • The component assignment screen was completed on the GROW system.
  • Participant and Case Manager signed the ABP 1463.
  • Any requested supportive services referrals were made.
