Questions From February GROW Case Management Training

1. Question: What is a non-custodial parent?"

  Answer:

For GROW purposes, a Noncustodial Parent (NCP) is a parent who does not have custody of his/her child, and the child is receiving public assistance. Identification of NCP status is important for GROW because NCP's can qualify for employment training by community agencies (SDA's, PIC's, CBO's) who have federal Welfare-to-Work funding. Under new rules currently being implemented, the NCP can be referred to WtW agencies who may be able to provide a greater array of resources to help him/her get a job if s/he has a child who is receiving CalWORKs or did receive CalWORKs in the last year. The participant may also qualify if the child is receiving Food Stamps, Medi-Cal, Healthy Families, or SSI.
