Pathways to Success (PTS)

DESCRIPTION

Pathways to Success (PTS) component is a four-week job readiness and job search activity designed to provide GROW Transition Age Youth (TAY) participants, ages 18 to 24 years old, with pre-employment and life skills training and support.

The goal of this program is to empower these youth to become independent and self-sufficient by helping them identify their short and long-term career goals, through job development, career planning, education and goal setting.

KEY POINTS

  • PTS component is a four-week job services workshop specifically for TAY participants, 18 to 24 years old.

  • TAY participants assigned to this component attend workshops designed to promote life skills development, work-readiness, financial planning, and job retention.

  • The class teaches TAY participants how to create resumes, prepare for job interviews, and manage their time wisely.

  • In addition to available County Programs and resources, representatives from local community partners are invited to present available resources for the youth.

  • Participants who fail to attend or complete the PTS component will be placed in noncompliance

  • CAC is an open-entry/open-exit class where participants may begin the class at any time and complete different levels of training for 20 hours per week for 12 weeks.

  • Participants who fail to attend or complete the CAC component will be placed in noncompliance.

CASE MANAGER DUTIES

Upon completing Orientation and the Job Skills Assessment interview, the GROW Case Managers (GCM) will identify potential TAY participants who can be referred to the new PTS component.

GCMs at Southwest Special must refer TAY participants to the PTS component as follows:

  • Schedule the participant to the next available PTS class by selecting the PTS Component in the Component Selection drop down menu in MAPPER.

  • Review the basic component requirements, objectives and expectations of the PTS class with the participant. Explain the attendance requirements, such as the importance of attending everyday, being on time and completing the activity.

  • Assess for any existing barriers to employment and make appropriate supportive services referrals, if necessary.

  • Explain and have the participant sign the ABP 1463, Welfare-to-Work Plan Activity Assignment.

  • Explain to the participant the requirement to dress in attire suitable for seeking employment while attending the PTS class.

  • Determine if a participant has a need for clothing prior to enrollment in PTS. If needed, refer him/her to the Clothing Boutique or issue work-related expenses to purchase clothing, as necessary.

  • Authorize transportation by issuing tokens for the first day of the PTS class and explain to the participant that the contractor will issue transportation upon enrollment, for the remainder of their participation in the activity.

  • For individuals who obtain employment during or upon completion of the PTS activity:

    • Create a Working Component (WRK) with the job information, and

    • Notify the Eligibility Worker via the ABP 296, Notification of Change.

    • If the employment is:

      • Less than 20 hours per week, participation in PTS activity continues for the remaining hours or participant may be assigned to a concurrent GROW activity, such as Education/Training or Short-Term Training component; or

      • 20 hours or more per week, update the PTS activity as completed and offer Post-Employment Services for individuals who will remain on aid.
  • Refer participants who do not find employment to the next appropriate GROW activity. For participants who are referred back by the PTS provider/contractor for referrals to General Education/High School Diploma, Education/Training or supportive services such as Mental Health, Domestic Violence or Substance Abuse, refer the participant to the appropriate providers, per existing procedures.
