NON-CUSTODIAL PARENT

 

DESCRIPTION

The Non-Custodial Parent (NCP) Component is designed to assist NCP participants find employment and to help them meet their child support obligations. Participants must first complete REP, JSPC or Fastrak before they can be assigned to the NCP Component. Participants who are referred to vocational assessment may also be referred to this component based on the resulting employment plan.

Participants must be eligible before they can be referred. Participants are eligible for NCP employment services if they:

  • Are parents and their children are not living with them;

  • After completing form ABP 191, the NCP certification form, linkage can be established clearly demonstrating the participant is the parent of the child(ren) listed on the ABP 191; and

  • Their child(ren) received assistance from any of the following aid programs within the last 12 months: CalWORKS (TANF), Food Stamps, SSI, Medi-CAL or Heathy Families. (Note: If the participant has two or more children, linkage can still be established if only one child is determined to be linked to an aid program.)

The NCP Component includes the following: short-term training programs, employment resources, peer support groups, counseling sessions that encourage participants to provide financial as well as emotional support for their children, job referrals, and job retention services. The Component length can be up to four months.

Up to 20 participants can be assigned to an NCP Component. There will be six NCP provider sites on the GROW system. Participants can be assigned to any of the providers as long as there are slots available.

CASE MANAGER DUTIES
  • Determine if the participant is a Non-Custodial Parent. Only eligible NCP participants who have completed Vocational Assessment, or returning participants who have completed JSPC or Fastrak, should be referred to the NCP component.
  • Assign participant to NCP services by scheduling an appointment with a provider.
  • Explain and have participant sign the ABP 1463. Participant must take form ABP 1463 and a copy of the certification form to the first day of the workshop.
  • Review the basic component requirements, objectives and expectations.
  • Closely monitor attendance.
  • Review the Employment Needs Evaluation screens for any potential barriers to employment and make appropriate supportive services referrals, as needed.
  • Update the NCP component on the GROW system.

RESULTS

Upon assignment to NCP, the outcomes should be:

  • Ensure the participant is certified and eligible for NCP services. All NCP participants must complete an ABP 191, Non-Custodial Parent Work Certification form.
  • Ensure the participant's employment goals are consistent with the objectives of NCP component.
  • Work-related expenses were authorized as appropriate, including transportation.
  • The component assignment screen was completed on the GROW system.
  • Participant and Case Manager signed the ABP 1463.
  • Any requested supportive services referrals were made.
