Effective July 1, 2011, the Cal-Learn Program has been temporarily suspended with the exception of the Bonus/Sanction structure pursuant to SB 72. All pregnant/parenting teens under the age of 20 and who do not have a high school diploma have been transitioned to the Welfare-to-Work Teen Parent (WtW TP) Program.
Program Overview
In March 24, 2011, the Governor signed legislation that temporarily suspended funding for the Cal-Learn program and replaced it with the WtW TP Program from July 1, 2011 to June 30, 2012. The WtW TP Program is a mandatory program for pregnant and parenting teens receiving CalWORKs cash assistance, less than 20 years of age, and has not yet completed their high school education. The California Department of Social Services implemented the legislation with All County Letter 11-36.
Key Points as of July 1, 2011:
- The Cal-Learn Program will be suspended for the State Fiscal Year (FY) 2011-12 with the exception of the bonus structure, transportation, ancillary, and child care supportive services.
- Pregnant/parenting teens on CalWORKs who do not have a High School diploma or equivalent will be referred to as WtW Teen Parents (TP).
- All former Cal-Learn participants registered before July 1 were moved to WtW TP.
- Intensive Case Management is provided to assist teen parents obtain education, health, and social services.
- WtW TPs are required to participate in the WtW TP Program and will participate in a high school or equivalent program as the primary focus of their WtW requirement.
- WtW TPs continue to receive bonuses for satisfactory progress and high school graduation or equivalent as they did in the Cal-Learn program. A bonus may be approved for $100 up to four times a year for satisfactory progress in their educational program when showing an average grade of C or better (a grade point average of 2.0 or above on a scale of 4.0). No bonus is approved for an average below 2.0 (a grade point of 1.0 to 1.99 on a scale of 4.0). If the grade point average is 0 to .99 on a scale of 4.0, the TP will incur a financial sanction until the TP provides the WtW TP Program with school verification of satisfactory progress.
The WtW TP will earn a $500 one-time-only bonus for receiving a high school diploma or its equivalent.
- The Cal-Learn penalty structure is suspended and replaced with the WtW TP penalty for not regularly attending an educational program for age 17 and under. The household CalWORKs cash grant will be reduced monthly by the portion for the caretaker or the TP depending on the age of the TP.
Intensive Case Management Services during the Cal-Learn Suspension
Contracted Case Managers (CCMs), Refugee Employment Program Case
Managers (RCMs), Adolescent and Family Life Program (AFLP) Case Managers, and DPSS GAIN staff provide intensive case management during the suspension.
- High-risk WtW TPs cases are managed by AFLP providers. Exception: AltaMed provides case management to all WtW TPs in their service area, including non high-risk WtW TPs.
- WtW TPs not identified as high-risk receive case management from Regional GSWs/CCMs/RCMs, and the AltaMed AFLP.
- The Centralized TP and CIA Unit will continue to process bonuses, sanctions, and supportive services requests for all cases managed by AFLPs and MAXIMUS/REP.
- CalWorks Minor Parent Eligibility Worker continue to service WtW TPs.
- Additional services such as Woman, Infant and Children (WIC), Food Stamps, Medi-cal, and Family Planning Services are discussed with WtW TPs.
