DPSS collaborated with representatives from the County Counsel, outside counsel, Department of Children and Family Services (DCFS), Chief Information Office (CIO), Chief Executive Office (CEO), Information Systems Commission (ISC), Auditor-Controllers, and Internal Services Department (ISD), as well as the State’s Office of System Integration (OSI) and other stakeholders, to develop a Request for Proposals (RFP) seeking proposals to replace LEADER and several other legacy systems with a contemporary integrated Service Oriented Architecture (SOA) based technology solution. On November 30, 2007, the LRS RFP was finalized and released to the vendor community. The LRS will provide the most effective long-term solution to eliminate the inherent and growing risk of maintaining and operating the existing disparate legacy systems.

In light of recent developments concerning the federal, State, and County budgets, the declining economic conditions, and the need for pricing clarifications, the County has released Addendum Number Nine to RFP #ESD 07-02 which requires each Proposer to resubmit Proposal Section 20 (Pricing Schedule Forms) of the Price Proposal, as well as Proposal Section 12 (Certification of Compliance), by February 9, 2009. All other RFP provisions shall remain the same.
